As far as I know, applications to handle dragon runes don't exist, and neither do system language packs.

Many dragonscript fonts are available in the Library. Look at the "Resources" category. You can use them to write runes in all cases where you are allowed to choose the font.Edit: I might not have fully understood the nature of a chromebook.
