Yup, if you make a roleplaying thread on the fourum anybody that wants to join can join. You can ask people not to, if you want people not to join, though.

Adding onto Callum's answer, if you want to start a private roleplay you can do so through a group conversation. Then it will only be visible to those you've invited.
