Ususally, I create new words by trying to translate literature. When I try to translate things, I'm constantly using the dictionary to make sure that I get things correctly, and I occasionally come across a word that needs to be made. Other than that, you could just thing about modern things that would need a translation, but probably hasn't been made yet.
