Do IR and UR count as vowels when forming plurals?

For words like tiidnavir (lineage), would the plural be tiidnavirre or tiidnavirhe?

In the dipthongs AH, IR, UR, and EY, the later letter in the diphtong counts as a constonant. So tiidnavir would be tiidnavirre, mey would be meyye, and dovah would be dovahhe.
