Dovahzul Keyboard

So I know there is a dragon rune font you can install from the Library, but I was wondering if you can make a keyboard out of it that you could use in any search bar or text box. I tried to make it myself, but I couldnt figure how to paste the characters into the inputplugin so i could map it to buttons on my keyboard.
