Voiceless Alveolar Fricatives

So, I'm trying to write the name Llinos in Thu'um. Only problem is that is uses a "Voiceless Alveolar Fricative", which is characteristic of Welsh, along with the "Voiceless alveolar trill". Are there runes for these phonetics, and if so, what are they?

The voiceless alveolar fricative is
S

The alveolar trill is
R
, but the character isn't always pronounced with a trill. Sometimes it's an alveolar approximant; it depends on accent.
