You can describe the mind (Hahdrim) to convey madness:

Ok hahdrim voro.
His kind unbalances (is unbalanced).

You can also use Sheogorath, the Daedric Prince of Madness, to describe someone:

Rek piraak qalos do Sheogorath.
She has the touch of Sheogorath (she is mad)

Rek los do Sheogorath.
She is of Sheogorath.

It depends on the context, but a more poetic variation might be something along the lines of "Rok piraak tahrovin do hahdrim." ("He has chaos of the mind.") There are many ways to express the concept of madness, and it can take some creativity to come up with some fun ones.
