Here is a literal translation:

Long sorrowfully has waited the Stormcrown,

Arngeir himself offers a more transparent translation:

Long has the Stormcrown languished,
with no worthy brow to sit upon.
By our breath we bestow it now to you
in the name of Kyne, in the name of Shor,
and in the name of Atmora of Old.
You are Ysmir now, the Dragon of the North, hearken to it.

2. Translate this quote of Ulfric Stormcloak's into the dragon language. There are many possible answers, so compare yours to the one given and see if you can pick out why certain words were chosen.

"For Sovngarde awaits those who die with weapons in their hands, and courage in their hearts. We now fight our way to Castle Dour to cut the head off the legion itself! And in that moment, the gods will look down and see Skyrim as she was meant to be. Full of Nords who are mighty, powerful, and free! Ready now! Everyone, with me! For the sons and daughters of Skyrim!"
